OSCE Delivers K-9 Feasibility Assessment Report to Kazakhstan’s Border Service


Almaty: The Organization for Security and Co-operation in Europe (OSCE) has handed over a comprehensive K-9 feasibility assessment report to Kazakhstan’s Border Service, focusing on the enhancement of their Breed Programme and Puppy Development. This report, developed with expert contributions from the United Kingdom, underscores the OSCE’s ongoing commitment to bolstering Kazakhstan’s specialized capacities for effective border security management.



According to EMM, the assessment was based on an expert visit to the Karaoy K-9 Training Centre of the Border Service in Almaty in April 2025. The report provides strategic recommendations aimed at improving breeding practices, kennel infrastructure, and the operational readiness of K-9 services. These recommendations are designed to ensure the long-term sustainability and effectiveness of Kazakhstan’s Border Service K-9 capacities in tackling contemporary security and transnational threats.



Jaroslaw Kurek, Project Officer, representing the Office, emphasized that this report represents more than just the completion of a technical assessment. It signifies a shared vision between the OSCE and Kazakhstan’s Border Service to invest in modern, adaptive, and resilient security institutions.
