State-owned “MIDA” LLC announced “RF Insaat” LLC as the winner of the tender for purchase and installation of water meters in 701 flats of https://etender.gov.az/main/competition/detail/293027 built in Lankaran and Sumgayit cities on 25 August. According to the state procurement portal, the meters for favoured flats continued to rise in price.
If the parties sign a procurement contract, the purchase and installation of one smart meter could cost AZN 300.89, or $177.
Notably, there are 4 public contracts between these parties for similar services since 2019.
Note that the purchase and installation of 2,950 water meters in a residential neighbourhood in Govsan settlement in 2021 cost “MIDA” AZN 267.15 https://etender.gov.az/main/competition/detail/252374, 996 meters in Ganja city in 2020 cost AZN 259.5 ($152.6) https://etender. gov.az/main/competition/detail/244954, 1196 meters in Yasamal residential area in 2020 – AZN 290.78 ($171) https://etender.gov.az/main/competition/detail/238878 and 2962 meters in another residential area in Govsan settlement – AZN 260.85 ($153.4).
In 2019, the State Service for Antimonopoly Supervision and Consumer Market Control under the Ministry of Economy sent the facts mentioned in the Turan news agency’s appeal regarding the results of the tender for purchase and installation of meters for flats built in the Govsan housing estate to the Court of Accounts for investigation. It is not known whether corrupt schemes were found there to purchase meters for favourable flats. There is no information about it in the Chamber’s reports
