The Ministry of Tourism and Sports has prepared a draft government resolution that introduces changes and additions to the rules for the use of the state flag, state emblem and their images. The corresponding document is posted on the Open Legal Entities portal and will be available for public discussion until September 27, Forbes.Kz reports. The updated rules note that the state symbol, namely the flag, can be placed in governmental offices, on buildings and in the offices of state legal entities, national management holdings, national holdings, national companies, as well as other joint-stock companies and limited liability partnerships with the state as the sole shareholder, and in kindergartens. The new rules also allow the flag to be placed on stands, exhibitions, as an on-board identification mark on aircraft and spacecraft, on uniforms for persons in military or other public service, as well as on athletes’ costumes and other sports equipment. In addition, it is allowed to place the flag on buildings and premises (including balconies) owned by private individuals. It can obly be in a position with an inclination of no more than 45 degrees and at a height of at least 3 meters (for flags measuring 1×2 meters). However, the flag cannot be used as a heraldic basis for flags, seals and symbols of public associations and other organizations. The updated document also contains violations against the state symbol. This list includes causing physical damage to the flag. It is prohibited to tear the flag, burn it, deliberately throw it on the ground, trample underfoot, or throw it in the trash. It is also prohibited to insult state symbols by creating collages using computer programs, leaflets, use in prohibited places and for other purposes, public mockery, obscene language addressed to the state flag, including on social networks.
