INTOSAI Commends Azerbaijan’s Strategic Management Commitment: Interview with IDI Director

Baku: Azerbaijan’s collaboration with the International Organization of Supreme Audit Institutions (INTOSAI) has been a significant part of its public financial management strategy since the country joined the organization in 2002. The Chamber of Accounts of the Republic of Azerbaijan has actively engaged in the international audit community, contributing to the exchange of experiences, developing standards, and implementing best practices.

According to Azerbaijan State News Agency, the partnership with INTOSAI’s Development Initiative (IDI) has been particularly fruitful for Azerbaijan. Key projects have been accomplished, such as the SAI Performance Measurement Framework (SAI PMF) assessment and the development of a Strategic Development Plan for 2021-2025 under the Strategic Planning, Monitoring, and Reporting (SPMR) program. Additionally, Azerbaijan has participated in the Professional Education for SAI Auditors (PESA) program, further strengthening its audit capabilities.

The Chamber of Accounts of Azerbaijan has not only benefited from IDI support but has also become a resource partner, aiding other countries, such as Tajikistan, within the Global SAI Accountability Initiative (GSAI). This progress from receiving support to sharing expertise exemplifies the sustainable development benefits of international partnerships.

Einar G¸rrissen, Director General of the IDI, discussed the initiative’s role in supporting the capacity building of Supreme Audit Institutions (SAIs). The IDI focuses on enhancing public financial management, transparency, and oversight by providing tailored support to meet the unique needs of each SAI, enabling them to effectively address local demands and improve their audit practices.

The IDI Strategic Plan for 2024-2029 emphasizes sustainability, digitalization, and public trust in SAIs. These priorities aim to foster independent, credible, and sustainable SAIs for better governance and improved societal outcomes. The IDI initiatives, such as PESA and SPMR, are pivotal in offering professional development and strategic planning support to SAIs.

IDI’s collaboration with INTOSAI’s regional organizations has led to various joint initiatives. These include capacity development in financial, performance, and compliance auditing, as well as organizational aspects like human resource and quality management. The Chamber of Accounts of Azerbaijan has actively participated in these initiatives, contributing to regional capacity building and sharing expertise.

The Chamber’s commitment to strategic management is underscored by its successful SAI PMF assessment and Strategic Development Plan, despite challenges like the COVID-19 pandemic. Its role as a peer supporter in the GSAI with Tajikistan further highlights the success of its strategic initiatives.

Future IDI activities offer opportunities for the Chamber of Accounts of Azerbaijan to further engage, including auditing Sustainable Development Goals (SDGs) and enhancing audit quality management systems. The Chamber’s participation in these initiatives will continue to strengthen its audit capabilities and international cooperation.
