CICA Secretary General Reflects on Achievements and Future Leadership

Accra:During the 7th Summit of the Conference on Interaction and Confidence Building Measures in Asia (CICA), Secretary General Kairat Sarybay highlighted the organization’s recent institutional development and expanded practical cooperation among member states.

According to Azeri-Press news agency, Sarybay noted the establishment of four new advisory bodies and mechanisms within CICA since 2022, and nearly 100 events have been conducted over the past four years. These efforts span across the organization’s five dimensions of confidence-building measures.

Sarybay emphasized the consensus and achievements reached by CICA member states, including political declarations and thematic documents. He mentioned that Cambodia’s ratification of the Convention on Privileges and Immunities and Kazakhstan’s ratification of amendments to the host country agreement are crucial for strengthening CICA’s legal and institutional foundations.

The Secretary General expressed gratitude to the member states for supporting the establishment of CICA’s headquarters and acknowledged Azerbaijan’s chairmanship for presenting a Karabakh horse statue. He also thanked President of Kazakhstan Kassym-Jomart Tokayev for supporting the headquarters building.

Sarybay acknowledged the voluntary financial contributions from 18 member states and the staffing support from eight countries. Currently, the Secretariat’s international staff includes citizens from nine countries.

As his six-year term ends, Sarybay wished success to the incoming Secretary General, Ambassador Sultan Hajiyev, and urged member states to support him. He expressed that serving CICA was a great honor and promised continued support for the organization in the future.
