The Commissioner for Human Rights (Ombudsman) of the Republic of Azerbaijan monitored the state of ensuring the rights of arrested persons within the framework of the National Preventive Mechanism, the Office of the Azerbaijani Ombudsman told APA.
The accused Babayan Davit Klimovich was also received confidentially within the framework of the visit conducted based on the requirements of the legislation of the Republic of Azerbaijan, including the Optional Protocol of the UN Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment.
During the visit held on October 3, 2023, Babayan Davit Klimovich was heard individually by the Ombudsperson, the matters on his detention and treatment, and the status of ensuring the rights provided by the legislation were investigated. His appeals were answered on the spot by the Ombudsperson. He was provided with glasses for personal use, library use and access to information.
D. Babayan did not complain about the detention conditions and noted that he underwent a medical examination when he was brought to the facility. He was provided with a lawyer to protect his rights.
After the reception within the framework of the visit, which was also attended by medical and psychological experts from the National Preventive Group of the Ombudsperson, he was given print materials in his own language explaining the legislative acts and the possibility of applying to the Ombudsperson.
