Baku: Azerbaijan and Trkiye have taken a significant step in bolstering their defense relations with the signing of a new Memorandum of Understanding (MoU) aimed at strengthening mutual military security. The MoU, discussed in today’s session of the Milli Majlis, seeks to enhance cooperation between the two nations to ensure the security, territorial integrity, sovereignty, and independence of both states, as stated by Arzu Naghiyev, chairman of the parliamentary committee on Defence, Security and Counter-Corruption.
According to Azeri-Press News Agency, the document serves to deepen the strategic alliance between Azerbaijan and Trkiye, aligning with the goals outlined in the Shusha Declaration. The memorandum emphasizes mutual coordination in military security, joint exercises, military education, and defense industry cooperation. It consists of 8 articles and commits both parties to provide assistance in the event of armed aggression, as recognized by Article 51 of the UN Charter.
The agreement stipulates that military aid will be provided upon request and in accordance with national legislation. To maintain readiness, joint military exercises and maneuvers will be conducted regularly in peacetime. The memorandum is focused exclusively on military cooperation and security, encompassing defense, training, equipment, and joint operational capabilities.
In line with their national laws, Azerbaijan and Trkiye will also enhance information exchange and military intelligence cooperation. They may share classified military security information for use in joint operations. Any disputes over the memorandum’s interpretation or execution will be resolved through negotiations and consultations.
The MoU allows for amendments through mutual written consent and can be terminated by either party with a 60-day notice through diplomatic channels. It is implemented in accordance with international law, is not directed against third states, and aims to fortify regional peace and security.
