New Draft Law on Conflict of Interest Outlines Restrictions for Azerbaijani Public Officials

Baku:Restrictions for public officials in Azerbaijan have been detailed in a new draft law titled “On Conflict of Interest,” which was recently submitted for discussion at a joint meeting of the Milli Majlis’s Legal Policy and State Building Committee and the Defense, Security and Anti-Corruption Committee.

According to Azeri-Press news agency, the draft law includes provisions about accepting gifts and receiving ordinary hospitality, as outlined in the Law “On Combating Corruption.” Public officials are prohibited from representing their institutions in matters involving personal interests or those of others, including interactions with entities from whom they derive income. They are also restricted from representing third parties in institutional matters during their service and for two years following their dismissal or termination of powers.

The law specifies that public officials may not hold additional employment positions or engage in outside activities without approval from the competent authorities, except in scientific, pedagogical, and creative fields, provided these do not conflict with their primary duties. Activities conducted outside working hours that do not aim for material benefits are not considered outside activities.

Additionally, public officials are barred from participating in advertising or expressing opinions about entrepreneurs or their products for personal gain. They are also restricted from using official information or state resources for personal interests, both during and after their employment, to ensure they do not exploit their positions for unauthorized benefits.
