Baku: The International Finance Corporation (IFC) is set to implement two innovative financial instruments aimed at transforming the agricultural sector in Azerbaijan. These initiatives were unveiled by Kyrylo Mukhomedzyanov, an IFC representative, during a panel discussion on the third day of the Baku Climate Action Week (BCAW).
According to Azeri-Press News Agency, Mukhomedzyanov highlighted the implementation of commodity receipts and warehouse receipts as key tools for providing farmers with essential financial resources. The commodity receipt mechanism allows farmers to access high-quality seeds, fertilizers, fuel, and climate-resilient technology before the harvest season. Meanwhile, the warehouse receipt system enables farmers to store their produce in certified warehouses post-harvest, facilitating better pricing and additional financial opportunities.
These instruments, while seemingly straightforward, are designed to foster a robust agricultural financing ecosystem. Mukhomedzyanov cited the success of similar mechanisms in Ukraine, where they have mobilized 2.4 billion US dollars for 11,000 farmers since 2015. These tools not only expand financial access for farmers and reduce risks for financial institutions, but also contribute to market stability and promote climate-resilient agricultural practices.
He further mentioned that the IFC is actively collaborating with local financial institutions to advance these initiatives in Azerbaijan. While some climate-focused investments are already in place, Mukhomedzyanov emphasized the need for legislative support and capacity development within the sector. He stressed that understanding the importance of these initiatives is crucial for farmers, and financial market participants must offer appropriate solutions to support this transformation.
