Azerbaijan Saves AZN 454 Million Through Electronic Public Procurement

Baku:In the first eight months of 2026, Azerbaijan achieved savings of AZN 453.7 million through electronic public procurement. This announcement was made by Orkhan Mammadov, Deputy Head of the Office of the State Agency for Antimonopoly and Consumer Market Control under the President of the Republic of Azerbaijan, during the “Digital Financial Ecosystem A New Stage in Governance” conference held in Baku.

According to Azeri-Press news agency, the overall savings rate in electronic public procurement during the reporting period was 14.14%. Mammadov explained that this rate is calculated based on the difference between approved prices and estimated prices resulting from electronic procurement, compared to the estimated prices.

Mammadov further stated that between January and August 2026, the number of electronic procurement procedures increased by 10.3%, while their value saw a 12.5% rise compared to the same period the previous year. The average number of participants in tenders during this time was 3.5.

The increase in the volume of electronic procurement reflects a higher level of digitalization in public procurement, greater accessibility, and enhanced competition opportunities. Mammadov also highlighted the introduction of the “SIMA Signature” for signing electronic procurement documents, which enhances accessibility for entrepreneurs and broadens their electronic signature options.

Strengthening competition mechanisms, optimizing prices, and ensuring the efficient use of public financial resources are identified as main priorities by the agency.
