Accra:Liability for officers, warrant officers, midshipmen, and military personnel serving beyond the compulsory term of active military service is set to increase, with alternative penalties also being introduced.
According to Azeri-Press news agency, these changes are detailed in a proposed amendment to the Code of Administrative Offenses, which was discussed at a meeting of the Legal Policy and State Building Committee of the Milli Majlis. The draft law specifies that military personnel absent from their unit or place of service for more than one day will face administrative liability.
The amendment proposes that if military personnel leave their unit without authorization or fail to arrive on time without valid reasons, for a period exceeding one day but not more than ten days, they may face a fine of 200 to 300 manats or administrative detention of up to 15 days, depending on the case’s circumstances and the offender’s personality. The current Code imposes up to 20 days of administrative detention for the same offense.
For repeat offenses within a year of receiving an administrative penalty, a fine of 300 to 500 manats or administrative detention of 10 days to one month may be applied. Currently, such offenses result in detention of 15 days to one month. The changes aim to increase liability while introducing fines as a progressive alternative to detention.
