Azerbaijan Announces Amnesty for Participants in Patriotic War and Anti-Terror Operations

Baku: Azerbaijan is set to grant amnesty to individuals who participated in the Patriotic War and recent anti-terrorist operations, excluding those convicted of grave crimes, as announced by the Milli Majlis. The decision comes as part of a draft resolution initiated by President Ilham Aliyev in celebration of the ‘Year of the Constitution and Sovereignty,’ discussed at the Parliamentary Committee on Legal Policy and State Building.

According to Azeri-Press News Agency, the amnesty will affect individuals involved in combat operations to protect Azerbaijan’s sovereignty and territorial integrity. This includes participants of the Patriotic War and the anti-terrorist operation conducted on September 19-20, 2023, as well as close relatives of those who were killed or went missing during these operations. The amnesty extends to those awarded orders and medals for their participation, except for individuals stripped of such honors under the law.

Additionally, persons who became disabled during the Patriotic War or whose close relatives were killed due to military provocations by Armenia against civilians will also be eligible. The resolution mandates that amnesty will be applied by inquiry and preliminary investigation bodies, ensuring that criminal prosecutions are not initiated or will be terminated for those who committed offenses not posing significant public danger.
