Agricultural Development Priorities for 2026-2030 in Garabagh and East Zangezur Discussed


Garabagh: A regional meeting was held in the Garabagh and East Zangezur economic region to discuss the ‘State Program for the Development of Agricultural, Fisheries, and Aquaculture Production and Processing Sectors in the Republic of Azerbaijan for 2026-2030,’ approved by the decree of the President of the Republic of Azerbaijan dated May 25, 2026. The meeting aimed to ensure the implementation of instructions issued during a session on agricultural issues chaired by President Ilham Aliyev on May 25 of this year, as well as to coordinate the regional implementation of the State Program’s measures.



According to Azerbaijan State News Agency, representatives of relevant state institutions, alongside farmers and entrepreneurs from districts including Zangilan, Jabrayil, Gubadli, Aghdam, Fuzuli, Khojaly, Khojavend, Shusha, Kalbajar, and Lachin, participated in the event. Vahid Hajiyev, the Special Representative of the President of the Republic of Azerbaijan in Jabrayil, Gubadli, and Zangilan districts, outlined the agricultural development priorities set by President Ilham Aliyev, focusing on productivity, food security, and local production support.



Azerbaijan’s Minister of Agriculture, Majnun Mammadov, reviewed the sector’s achievements and challenges, while highlighting plans to expand agricultural insurance, develop fisheries and aquaculture, digitalize agricultural services, and advance agricultural projects in the Garabagh and East Zangezur regions. Additionally, Rashad Huseynov, Director of the Agricultural Research Center, presented the State Program for 2026-2030, explaining its fundamental and supporting measures.



Rafig Aslanov, Head of the State Supervision Service for Water Use and Protection, emphasized the importance of efficient water management, modern irrigation systems, and improved land reclamation for sustainable development. He also highlighted ongoing water management projects in the liberated territories. Emin Huseynov, Special Representative in Aghdam, Fuzuli, and Khojavend districts, stressed the potential of developing a competitive, export-oriented agricultural sector through technologies, private investment, and improved logistics.



Farmers and entrepreneurs shared their projects and plans, appreciating government support and noting that the new State Program would enhance production, expand farms, and boost sector competitiveness. Speakers emphasized the need for coordinated efforts by government institutions, entrepreneurs, and farmers to boost local production, reduce imports, and encourage private-sector engagement.
