New Rules Established for Digitalization Assessment of Azerbaijan’s Information Infrastructure

Baku: The Cabinet of Ministers of the Republic of Azerbaijan has approved new rules for assessing the level of digitalization within the country’s information infrastructure, as reported by the Innovation and Digital Development Agency (IDDA) to APA-Economics. These regulations are intended to facilitate the implementation of the nation’s Digital Development Concept, in line with paragraph 3.5 of Presidential Decree No. 287, issued on January 16, 2025.

According to Azeri-Press News Agency, the new rules stipulate annual assessments for government agencies, while offering a voluntary assessment framework for business entities. These evaluations aim to determine the digital maturity of each participant and assist in formulating a corresponding development action plan. Government agencies will be classified into levels such as Initial, Managed, Defined, and Optimized, while business entities will be categorized as Digital Enthusiast, Digital Initiator, Digital Practitioner, and Digital Champion.

The results of these assessments will be submitted to the President of the Republic of Azerbaijan. Additionally, the Ministry of Digital Development and Transport is set to provide the necessary methodological and operational support to expedite digitalization efforts across both public and private sectors.

The establishment of these rules marks a significant stride in ensuring that digital transformation efforts are guided by quantifiable metrics, representing a crucial advancement towards the efficient allocation of resources and the promotion of Azerbaijan’s digital future.
