Kyrgyzstani Askar Kubanychbek uulu, convicted for participation in the war in Ukraine, was supported in Russia. The Council for the Development of Civil Society and Human Rights under the President of the Russian Federation prepared an initiative, under which law enforcement agencies are invited not to extradite participants of a special military operation to countries where they could face criminal liability. Member of the Council Kirill Kabanov announced on his Telegram channel.
«We have prepared an initiative, according to which the Russian law enforcement system should not extradite members of the special military operation to these states at their request if the criminal prosecution is connected specifically with participation in the special operation, since such a practice already exists,» he wrote.
According to Kirill Kabanov, all foreign citizens participating in the special military operation have the right to obtain Russian citizenship in a simplified manner.
He noted that Askar Kubanychbek uulu should be given a Russian passport and his release should be demanded.
«My colleagues and I will appeal to the Ministry of Foreign Affairs and the Ministry of Internal Affairs with a request to issue him a Russian passport in the Bishkek pre-trial detention center and put forward a demand to Kyrgyzstan’s authorities for his release and transfer to Russia. Otherwise, our state is obliged to use all possible mechanisms of pressure as a response to clearly unfriendly actions on the part of Kyrgyzstan’s authorities. In particular, it is possible to consider the issue of strengthening control measures over labor migrants from this country,» the member of the Council said.
Earlier it was reported that the citizen of Kyrgyzstan Askar Kubanychbek uulu, sentenced to ten years in prison for voluntary participation in the war in Ukraine, asked to be granted Russian citizenship.
The Pervomaisky District Court of Bishkek sentenced him to 10 years in prison on charges of participating in hostilities in Ukraine. It is noted that the 31-year-old native of At-Bashi district was found guilty of committing a crime under part 2 of Article 416 (mercenary activities) of the Criminal Code of the Kyrgyz Republic — «Participation in armed conflicts of other states in order to receive material rewards without the permission of the relevant state authorities.»
