Germany and Azerbaijan Bolster Bilateral Cooperation with New Initiatives

Baku: Germany and Azerbaijan have recently strengthened their bilateral relations following the historic visit of German President Frank-Walter Steinmeier to Azerbaijan in April 2025. The visit marked the first-ever by a German President to the Republic of Azerbaijan and signaled a significant step forward in the political dialogue between the two nations.

According to Azeri-Press News Agency, the visit underscored the promising prospects for economic development and cooperation between Europe, particularly Germany, and Azerbaijan. The two countries have agreed on a bilateral roadmap aimed at expanding trade, economic, and investment relations. This agreement opens new avenues for cooperation, especially in areas such as energy, transport, and connectivity, which are crucial for Azerbaijan as a major energy provider and transport hub.

Currently, Azerbaijan stands as Germany’s most important economic partner in the South Caucasus, despite Germany’s direct investment in Azerbaijan remaining relatively modest. Recognizing the potential for increased cooperation, German and Azerbaijani officials have been working on initiatives to bolster economic ties. Substantial projects are underway, including a significant energy supply agreement between German energy supplier SEFE and Azerbaijan’s SOCAR.

Germany is also keen on promoting its technological expertise in renewable energy to Azerbaijan. As a global leader in green energy production, Germany is well-positioned to support Azerbaijan’s green transition efforts. Recent discussions within the German-Azerbaijani High-Level Working Group on Trade and Investment highlighted the potential for enhanced cooperation in renewable energies.

Furthermore, the development of Karabakh as a ‘Green Zone’ presents opportunities for German companies to contribute their expertise in reconstruction and sustainability. German firms have already engaged in infrastructure projects in Karabakh, such as highway and airport construction, and are poised to participate in further initiatives.

Germany places significant importance on deepening cooperation between the European Union (EU) and Azerbaijan. As a leading EU member state, Germany supports ongoing negotiations for a new Partnership Agreement between Azerbaijan and the EU. This agreement could pave the way for enhanced cooperation in energy, green transition, and climate policy.

The strategic importance of the Middle Corridor, a vital transport route connecting the EU, South Caucasus, and Central Asia, is also recognized by Germany. The corridor’s development is seen as crucial for enhancing Europe-Asia trade, and Germany encourages its businesses to engage in its development.

Lastly, Germany views the peace process between Azerbaijan and Armenia as vital for regional stability and economic growth. A potential peace agreement could accelerate European investments in the South Caucasus, opening new economic opportunities and fostering a stable and prosperous region.
