Baku: Four officials of the State Service for Mobilization and Conscription have been arrested, APA reports. According to the decision of the Baku Military Court, a four-month arrest warrant has been issued for Etibar Aliyev, the senior officer of the preparation department of the Garadagh district department of the institution; Shamil Aliyev, an officer of the mobilization and mobilization preparation department of the same department; Niyam Madatsoylu, deputy head of the mobilization and mobilization preparation department of the Jabrayil district department; and Araz Karimli, an officer of the Saatly district department.
According to Azeri-Press News Agency, the four officials, Etibar Aliyev, Shamil Aliyev, Niyam Madatsoylu, and Araz Karimli, have been temporarily removed from their positions. The charges against them include various forms of bribery as outlined in the Criminal Code. Etibar Aliyev and Shamil Aliyev are facing charges under Articles 311.3.1 (Bribery, by a group of persons or an organized gang in advance), 311.3.2 (Bribery, committed repeatedly), and 311.3.3 (Bribery, committed in large amounts). Niyam Madatsoylu is charged under Article 311.3.2 (Bribery, committed repeatedly), while Araz Karimli is charged under Article 311.1 (Bribery).
The court’s decision indicates that the term of imprisonment for all four individuals will be calculated starting from April 21, 2026. The arrests highlight ongoing efforts to address bribery within the State Service for Mobilization and Conscription.
