EU Implements Stricter AI Regulations to Address Emerging Risks

Baku:The European Union is implementing new regulatory mechanisms that establish legal obligations based on the risks posed by artificial intelligence systems. Maryam Haji-Ismayilova, an official responsible for international assistance and cooperation at the Delegation of the European Union to Azerbaijan, discussed these developments at the 8th Summit of Information Security Leaders.

According to Azeri-Press news agency, the European Union tackles artificial intelligence and cybersecurity through two primary approaches. The first is the establishment of a risk-based regulatory framework under the European Union’s Artificial Intelligence Act (AI Act), which was adopted in 2024. The second approach involves strengthening Europe’s defense and resilience capabilities, as outlined in the cybersecurity and artificial intelligence action plan presented in July 2026.

Haji-Ismayilova highlighted that the Artificial Intelligence Act, which took effect on August 1, 2024, moves beyond voluntary corporate rules by instituting legal obligations aligned with the risks posed by AI systems. The core principle of the Act is that the greater the potential impact of an AI system on human rights, health, and safety, the stricter the regulatory requirements.

The EU is also focused on establishing global standards to foster a safe, resilient, and human-centered artificial intelligence ecosystem.
