Baku Conference Highlights Efforts to Address Issue of Missing Persons

Baku:The 4th International Conference in the Baku Dialogue format is focusing on ‘Strengthening Trust and Developing Effective Mechanisms in Addressing the Issue of Missing Persons.’ This event serves as a significant platform to unite states, international organizations, and experts in tackling the humanitarian issue of missing persons, which remains a pressing concern for Azerbaijan following armed conflicts.

According to Azerbaijan State News Agency, Azerbaijan’s initiative has facilitated the exchange of experiences and practical cooperation, drawing greater international attention to missing persons. The conference is happening in the context of Azerbaijan’s restored sovereignty and the signing of a Joint Declaration with Armenia, marking steps towards lasting peace in the South Caucasus.

Despite these diplomatic advancements, Azerbaijan continues to face the challenge of determining the fate of 4,010 missing Azerbaijanis resulting from Armenia’s military aggression. The State Commission on Prisoners of War, Hostages, and Missing Persons is actively working to locate mass graves, with 32 already discovered. Investigations have revealed instances of torture and concealment of evidence, highlighting violations of international law.

Azerbaijan emphasizes the need for Armenia to provide information on the locations of mass graves and missing persons, which is seen as a humanitarian responsibility and a step towards building trust. Azerbaijan is advocating for enhanced international efforts, including the UN’s active involvement in search operations and the establishment of a special mechanism for missing persons within the UN framework. This initiative is aimed at strengthening international humanitarian cooperation and ensuring comprehensive support for affected families.
