Baku: Azerbaijan continues to solidify its position as a reliable host for international gatherings, evidenced by its upcoming role as the host of the 13th World Urban Forum (WUF13) in May 2026. This event marks another milestone in Azerbaijan’s international relations, following its successful hosting of COP29 in November 2024.
According to Azerbaijan State News Agency, the decision to entrust Azerbaijan with WUF13, which will include the first-ever Summit of Heads of State and Government within the Forum, underscores the nation’s growing credibility in promoting sustainable development and urban transformation. The Forum aligns with Azerbaijan’s domestic priorities, particularly the focus on “Housing for All: Safe and Sustainable Cities and Settlement,” reflecting the country’s commitment to national reforms and strategic planning in urban development.
President Ilham Aliyev’s declaration of 2026 as the Year of Urban Planning and Architecture highlights the government’s proactive approach. By preserving Azerbaijan’s rich architectural history while embracing modern, sustainable urban development, the state demonstrates its ability to balance tradition with innovation, addressing significant issues in urban governance in the 21st century.
Azerbaijan’s urbanization process stands out due to its historical context, including military conflict, displacement, and reconstruction. Rather than viewing these challenges as obstacles, the government has leveraged them as opportunities for change and innovation. This positions Azerbaijan as a key contributor to international dialogues on inclusive cities, housing policy, and urban resilience-central themes of WUF13.
The reconstruction efforts in Garabagh and Eastern Zangezur exemplify Azerbaijan’s approach. Following the 2020 Patriotic War, Azerbaijan embarked on an ambitious post-war reconstruction and urbanization effort. The government’s strategy goes beyond rebuilding physical infrastructure, encompassing sustainable settlement, social integration, and economic sustainability. Initiatives like the Zangezur Corridor aim to integrate these regions into national and regional economies, promoting peace through connectivity and shared prosperity.
Azerbaijan’s emphasis on environmental considerations in its reconstruction model stands out, with Garabagh and Eastern Zangezur designated as Green Energy Zones. This policy choice aligns post-conflict recovery with climate-conscious development, incorporating energy-saving designs, renewable energy, and climate-durable infrastructure to create sustainable settlements.
The experience of hosting COP29 demonstrated Azerbaijan’s capacity to navigate complex diplomatic processes and achieve significant outcomes, such as the Baku Finance Goal and the operationalization of the Loss and Damage Fund. These achievements highlight Azerbaijan’s ability to facilitate global negotiations and implement practical, inclusive solutions.
Hosting WUF13 represents a natural progression for Azerbaijan, allowing it to showcase its urban success and contribute to global discussions on housing, sustainable cities, and post-conflict reconstruction. With its forward-thinking vision, institutional strength, and alignment with global interests, Azerbaijan positions itself as a model for resilient, inclusive, and sustainable urban development in a rapidly changing world.
