Azerbaijan to Implement Mandatory Energy Efficiency Certification for New Buildings

Baku: All newly constructed, reconstructed, and majorly renovated residential and non-residential buildings in Azerbaijan will be required to undergo mandatory energy efficiency certification. This development was discussed at a meeting of the Milli Majlis, as reported by APA.

According to Azeri-Press News Agency, the requirement is outlined in the newly proposed Article 17.3 of the draft law “On the Efficient Use of Energy Resources and Energy Efficiency.” The draft excludes certain buildings from this mandate, such as those listed as historical and cultural monuments, auxiliary and temporary structures, greenhouses, warehouse buildings, industrial buildings, individual residential houses, and advertising structures. Additionally, construction objects that are not subject to expert examination as per the Urban Planning and Construction Code are also exempt.

The certification will be compulsory for new, reconstructed, and thoroughly renovated buildings once the law is enacted. However, it will not apply to buildings that are already in operation. The existing Article 17.1.2 of the law outlines the rules for energy efficiency certification, which are to be approved by the Cabinet of Ministers.

The draft law was put to a vote and successfully adopted at the first reading.
