Azerbaijan Intensifies Efforts Against Terrorism and Extremism, Expert States

Baku: Azerbaijan’s law enforcement agencies are intensifying efforts to curb the threats of extremism and terrorism, as part of a systematic approach to ensure national security, political analyst Azer Garayev conveyed to Trend.

According to Trend News Agency, Azerbaijan’s fight against terrorism is firmly rooted in the country’s legal framework, particularly the law “On Combatting Terrorism,” adopted in 1999 and amended in 2001. This law outlines the responsibilities of various bodies in countering terrorism and defines terrorism as acts that threaten public safety or influence decision-making through fear and violence.

Garayev detailed that terrorism can be international or domestic, with motivations ranging from social and nationalist to territorial-separatist and religious-discriminatory. He highlighted Azerbaijan’s historical challenges with terrorism, particularly in relation to Armenia’s military actions and the occupation of Azerbaijani territories, which resulted in significant civilian casualties and displacement.

The political analyst emphasized the complexity of combating terrorism, which requires a combination of legal, operational, and preventive measures. He noted the importance of international cooperation, citing the United Nations Security Council Resolution 1373 and Azerbaijan’s resulting national action plan to combat terrorism.

Garayev also addressed the global nature of terrorism and its evolving tactics, moving from hostage-taking to more expansive objectives like seizing power. He pointed out the international community’s response post-September 11, 2001, which saw Azerbaijan join the global anti-terrorism coalition.

Regarding religious extremism, Garayev observed the influence of foreign religious missionaries and extremist networks in Azerbaijan, emphasizing the role of information tools and propaganda in radicalizing individuals. He highlighted the government’s efforts to tighten legal measures against those participating in foreign conflicts and the importance of international collaboration in intelligence-sharing and operational activities.

Garayev concluded by stressing the need for a strong state and civil society to effectively combat extremism. He highlighted Azerbaijan’s long history of religious tolerance and the ongoing efforts to educate the public on the dangers of extremism while promoting multiculturalism as a key element in countering terrorism.
