Baku: President of the Republic of Azerbaijan, Ilham Aliyev, has signed a decree aimed at enhancing waste management in territories liberated from occupation, amending several previous presidential decrees and orders, Trend reports. The decree outlines specific responsibilities for public legal entities in the collection and transportation of solid municipal waste and other safe solid waste in these areas.
According to Trend News Agency, the decree assigns the Shusha City State Reserve Administration to manage waste in Shusha city and Shusha district. For the Jabrayil, Gubadli, and Zangilan districts, the Restoration, Construction, and Management Service of these districts is tasked with the responsibility. Similarly, the Restoration, Construction, and Management Service of Aghdam, Fuzuli, and Khojavend districts will handle waste management in their respective areas. The Lachin district will be overseen by the Restoration, Construction, and Management Service of Lachin, while Khankendi city, Aghdara, and Khojaly districts will come under the Restoration, Construction, and Management Service of their respective regions. Kalbajar district will have its waste management handled by the Restoration, Construction, and Management Service of Kalbajar district.
The decree also stipulates the transfer of all property related to the collection and transportation of solid municipal and other safe solid waste from the Tamiz Shahar Open Joint Stock Company (OJSC) to the balance sheets of the designated public legal entities. Additionally, in Baku city, excluding the ‘Gala’ State Historical and Ethnographic Reserve, the Baku City Executive Authority will be responsible for waste management.
The new waste management protocols are scheduled to take effect on January 1, 2026.
