Baku: The Azerbaijani Foreign Ministry has expressed strong opposition to the recently signed “Strategic Agenda for EU-Armenia Partnership,” emphasizing that the document misrepresents the post-conflict period and undermines the peace process between Azerbaijan and Armenia.
According to Azerbaijan State News Agency, the agenda, signed after the sixth EU-Armenia Partnership Council meeting on December 2, 2025, in Brussels, contains priorities that are perceived as targeting Azerbaijan.
The ministry criticized the inclusion of references to “Karabakh Armenians displaced following Azerbaijan’s military operations,” noting that these individuals voluntarily migrated and should not be classified as “refugees.” The document’s support for the implementation of International Court of Justice rulings is viewed as siding with Armenia’s claims against Azerbaijan, while ignoring Azerbaijan’s own legal actions against Armenia.
Azerbaijan is concerned about the EU-Armenia document’s deviation from bilateral agreements, including a peace agreement initialed in Washington D.C. The ministry pointed out contradictions, particularly the designation of individuals accused of crimes against humanity as “prisoners of war” and the EU’s support for Armenia’s “Crossroads of Peace” initiative without acknowledging the “Trump Route for International Peace and Prosperity” project.
Additionally, Azerbaijan opposes the continued operation of the EU Monitoring Mission in Armenia, which it claims is used as propaganda against Azerbaijan, and objects to the focus on military issues that promote Armenia’s militarization.
The Azerbaijani Foreign Ministry has called on Armenia and the EU to amend the agenda to better reflect current realities and support the ongoing peace process. The ministry emphasized its commitment to monitoring the situation and responding appropriately.
