ADB Stresses the Need for Tangible Outcomes in Water Resource Management


Baku: The Asian Development Bank (ADB) is employing a range of financing instruments to assist the public sector, as highlighted by Sunnia Durrani-Jamal, the Country Director for Azerbaijan at the ADB, during a panel discussion on the third day of the Baku Climate Action Week (BCAW2025), APA-Economics reports.



According to Azeri-Press News Agency, Durrani-Jamal elaborated on the ADB’s use of policy-based lending, which supports governments in need of analysis or policy changes. This tool has been effectively utilized in countries such as Bangladesh and India. Another instrument mentioned was sector-based lending, which combines both policy and investment components. Additionally, she discussed results-based financing, where funding is allocated based on specific result indicators, such as the reduction of water consumption in irrigation projects. This method emphasizes the importance of collecting accurate data.



Durrani-Jamal also highlighted the significance of co-financing for the ADB. She explained how the bank leverages its own funds to attract additional resources from global trust funds. A particular initiative, ‘Glaciers to Farm,’ focuses on water resources and glacier melting, aiming to achieve tangible results in countries like Azerbaijan. This program, in collaboration with the Global Climate Fund and other international organizations, seeks to secure further donor contributions. She noted that cooperation with state agencies, the Ministry of Agriculture, and other relevant institutions, along with effective information exchange, is crucial in this process.
