Baku:Azerbaijan: Azerbaijan and Armenia have been advised to adopt an excavation process similar to that used by former Yugoslav countries. This recommendation was made by Kathryne Bomberger, Director-General of the International Commission on Missing Persons (ICMP), during a panel session at the Fourth International Conference as part of the Baku Dialogue on Missing Persons.
According to Azeri-Press news agency, Bomberger emphasized the importance of having an interoperable database for the process. She suggested that Azerbaijan and Armenia establish a joint excavation strategy, allowing representatives from each country to be present at excavation sites in the other country, thus ensuring judicial investigations are conducted properly. This approach would facilitate independent testing and verification of results through interoperable DNA or database systems, allowing information to be shared effectively.
She highlighted that once DNA matching results are obtained, they should be simultaneously communicated to both governments. This method, Bomberger mentioned, is a step that has been recommended to various states dealing with cross-border conflicts.
