Accra:Parliament committee chairman Zahid Oruj emphasized that artificial intelligence cannot replace civil servants during a discussion at the Milli Majlis regarding draft amendments to certain laws of Azerbaijan. These amendments are related to the implementation of the Law of the Republic of Azerbaijan No. 279-VIIQ, dated October 31, 2025, ‘On Public Services’.
According to Azeri-Press news agency, Zahid Oruj remarked that traditional public service involved direct interaction between citizens and officials. This included in-person meetings and document submissions. While such human interactions remain important, the modern state’s strength lies in optimizing citizens’ time by minimizing the need for physical presence in offices, thereby enhancing service accessibility.
He highlighted Azerbaijan’s advancements with the ASAN service model and the expansion of electronic services through EHIS. Oruj noted that artificial intelligence could be the next step in public administration by supporting civil servants and not replacing the state’s legal responsibilities. New intelligent platforms could streamline public administration by understanding citizens’ requests and coordinating services, ultimately boosting the efficiency of public services in Azerbaijan.
