YOUTH POOL IS A NEW OPPORTUNITY PLATFORM

At the present stage, the task is to implement the concept of “the state that hears the people’s voice”. This will give a new impetus to public administration. After all, dialogue between power and society will provide a combination of external geopolitical situation and internal development. It is often said about the principles of openness and fairness to respond to public requests. In this regard, a number of important decisions have been made in the Year of Youth in support of young people, who are the driving force of the society, mobilization in the state.

The development of any state is assessed by the welfare, health and education of its citizens. Leading economies in the world are achieving prosperity with the share of human capital. Kazakhstan is ranked 59th out of 140 countries in the Global Competitiveness Index of the World Economic Forum in 2018. Including 40th place on education level (0.814), 58th in human development (0.800). According to ex-Minister of Social Development D. Kaletayev, Kazakhstan ranks 61st out of 183 countries in the Global Youth Development Index .

It is possible to note a number of programs for youth development in Kazakhstan youth. The ultimate goal is the development of human capital, the formation of modern Kazakhstan youth. In the beginning of 2019, a Special Action Plan for the Year of the Youth – a Road Map has been prepared. The document, which is approved by the Resolution of the Government of the Republic of Kazakhstan dated 02.04.2019 ? 153, contains 4 directions, 89 points, supporting measures, new initiatives, grants of non-governmental organizations and measures undertaken by the state bodies. In particular, there are several areas that involve a large number of young people:

– Grant financing of fundamental and applied researches of young scientists annually makes up 3 bln. KZT 9 bln will be allocated in 2020-2022. The purpose of the competition is to stimulate research initiatives of scientists up to 40 years. For young scientists, such support is offered for the first time. According to the rules of the competition, 7 priority areas and specialized points were identified . The bidding documents are optimized through the information system www.is.ncste.kz . – One of the most important projects not only for the “Roadmap”, but also for the youth of this year, is a youth recruitment reserve of the President of the Republic of Kazakhstan. The purpose of this project is the task of the President of the Republic of Kazakhstan Regulation approved by Decree No. 141 of 27 August 2019 .

The work of the personnel reserve is carried out by the National Commission under the President of the Republic of Kazakhstan, consisting of 6 people. As stated in the media, citizens with a 35-year-old retirement age, with a higher education and at least 5 years of seniority are enrolled in the reserve.

Managerial position: executive secretaries of central executive bodies; assigned to the unit leaders, committee chairmen and the leadership of the Secretariat .

However, as stated by the agency of the Civil Service Agency, recruitment does not necessarily mean the appointment to a responsible position. Candidates can be assigned to a position of senior management after five years of professional development at the Academy of Management under the President of the Republic of Kazakhstan. At any rate, it can be said that this is an open and fair way to the career growth of our country’s citizens up to the age of 35. According to expert Islambek Dastan, the youth personnel reserve will give a good impetus to the citizens choosing state service as their profession. But the suggestion from the management of the competition does not seem to comply with the present mentality and criteria of the present youth .

On October 3, 2019, the draft law “On amendments and additions to some legislative acts of the Republic of Kazakhstan in the field of civil service and fight against corruption” was approved at the session of the Senate of the Parliament of the Republic of Kazakhstan on the Constitutional law, the judicial system and law enforcement bodies. The issues of simplification of competitive procedures for modernization of public service, training of undergraduate students in leading world universities and internships in international organizations, the issues of social security of civil servants were approved. In this regard, it is necessary to pay attention to the potential of doctoral students who have completed the domestic university.

The government will implement reform of public service by reducing its number and improving its quality. From 2020, the number of civil servants will gradually be reduced, and by 2024 the number of civil servants should be reduced to 25%. More than 90,000 government employees are currently working, of which over 22,000 are young professionals .

The state that responds to the people’s voice is a new concept for the creation of a modern, efficient state. If it is a way of responding to the needs of citizens, the Youth Personnel Reserve is a means of achieving this goal in a qualitative and timely manner. In general, within the framework of the Youth Year, there are a number of key projects such as “Zhastar zhuregi”, “Young entrepreneur” and “100 new names”. By the year of the next Volunteer Year, the Government will allocate 7 billion 200 million tenge to increase the scholarships for the students of the University actively engaged in volunteering.

The next election of maslikhats in the Republic was held on the party list, with the aim of attracting young people to the next. All of these decisions are aimed at reforming the public administration sector, mobilizing talented youth to public service, and promoting equity and openness. At any rate, we are convinced that in youth policy and education this year is not a campaign, but rather a lot of work.
