Y. Sagadiyev: 70 thousand teachers passed refresher courses on updated content in 2017
During today’s Government meeting chaired by Prime Minister Bakytzhan Sagintayev, Minister of Education and Science Yerlan Sagadiyev and Minister of National Economy Timur Suleimenov reported on the results of the implementation of the Education and Science Development State Program of the Republic of Kazakhstan for 2017.
According to Minister of Education and Science Y. Sagadiyev, a total of 849 pre-school organizations with 64.4 thousand beds were opened in 2017, of which 717 are private pre-school organizations. The queue of children aged 3-6 was reduced by 25.3% compared with last year and today is 125.2 thousand people. In 2017, 15% of kindergartens created conditions for inclusive education.
In the sphere of secondary education, the transition to updated content continues. In the academic year 2017-2018, transition was undertaken by grades 1, 2, 5, 7. A 5-day school week has been introduced. Preparations are under way for the transition to the study of 4 subjects � Physics, Chemistry, Biology, Computer Science, in the English language in grades 10-11 beginning 2019.
In the field of VET, new approaches have been developed to improve the quality, accessibility and prestige of VET. Since September 1 of 2017, new modular programs have been launched for 260 qualifications, which provide for receiving up to 3 qualifications.
On behalf of the Head of State, in 2017, 583 colleges are implementing the project “Free VET for All.” A state order for 100.8 thousand seats was issued, incl. 21 thousand with regards to the productive employment program.
In the sphere of higher education, an appropriate bill has been drafted and submitted to the Majilis of the Parliament of the Republic of Kazakhstan to expand the academic and managerial autonomy of universities. In the ranking of the world’s best universities QS WUR, 8 Kazakhstani universities were ranked in 2017.
In the field of science, work is carried out to strengthen the relationship of science with the real sector of the economy, the commercialization of scientific achievements. Within the framework of the grant financing of the International Science and Technology Center, 12 projects have been implemented, � Y. Sagadiyev summed up.
The results of monitoring the implementation of the State Program were reported by Minister of National Economy T. Suleimenov.
According to the Ministry of National Economy, in 2017, out of 8 target indicators of the Education and Science Development State Program of the Republic of Kazakhstan for 2016-2019, 7 were met, out of 51 indicators of the State Program, 45 were achieved. Out of 166 actions planned in 2017, 161 were executed.
Investment in education increased by 23%. The total investment amounted to 265 billion tenge. Growth was facilitated by the active implementation of PPP projects. In 2017, in the sphere of education, contracts were concluded for 101 projects amounting to about 31.2 billion tenge, while in 2015-2016 only 8 contracts were concluded for 4.3 billion tenge.
During the meeting, reports were also delivered by regional Akims: Zhambyl – A. Myrzakhmetov, Aktobe – B. Saparbayev, West Kazakhstan – A. Kulginov.
Based on the results of consideration of the issue, Prime Minister Bakytzhan Sagintayev noted that today the education system faces very important tasks in connection with the implementation of the Address and the Five Social Initiatives of the President.
In this connection, the Ministry of Education and Science was instructed to accelerate work on updating the State Program and ensure fulfillment of the President’s instructions on the implementation of the Five Social Initiatives in terms of increasing the accessibility and quality of higher education and improving the living conditions of student youth.
Prime Minister Bakytzhan Sagintayev instructed to strictly observe the achievement of the state program indicators in accordance with established standards.
