According to Kanat Bozumbayev, a modernization project has been completed at the Pavlodar petrochemical plant, and construction of modernization projects for the Atyrau oil refinery has also been completed. In 2018, the volume of oil refining is planned at the level of 15.8 million tons.

“Security of the domestic market for domestic fuel and lubricants for 2017 in gasoline accounted for 73.5% with a plan of 68%, in diesel fuel accounted for 83.9% with a plan of 86%, aviation kerosene – 52.6% with a plan of 47%. This year, security will reach 90% for gasoline, “the minister said.

The volume of gas production was about 52.9 billion cubic meters. In 2018, the gas production plan is 83.4 billion cubic meters. In turn, gas exports amounted to more than 17 billion tenge in the last year.

We note that in 2017 gas was for the first time exported to China, its volume amounted to 1.1 billion cubic meters.

“Thus, the year 2017 was a record year for the indicators of the fuel and energy sector of the country. The primary goal for the ministry in 2018 is to keep the target growth rate and stimulate the industry to further development. In accordance with the Address of the President, one of the tasks is further development of the resource potential”, the minister of energy said.

Kanat Bozumbayev called the Code on Subsoil and Subsoil Use, the norms of which will come into force in the South of 2018, as the main instrument to achieve this task.

In the gas industry, to improve the mechanism of pricing and distribution of liquefied petroleum gas, it is planned to introduce an electronic trading platform for its implementation with a phased elimination of the wholesale price limit from state regulation.

“The issue of gasification of Astana, as everyone understands, is very relevant, so we will continue to work out the scheme and source of financing gasification of the city of Astana and negotiations with international development institutions with KazTransGas and the ministry are already underway”, the minister said.

In the oil and gas and chemical sector, the ministry of energy will continue to support the PPP project worth 2.6 billion dollars with a capacity of 500,000 tons per year. At the same time, a project for the production of polyethylene at a cost of 6.5 billion dollars and a capacity of 1.2 million tons per year is being prepared.

“In the electric power industry, the 51st step of the National Plant “100 specific steps” for the reliability and simplification of the energy supply scheme in the regions provides for the consolidation of energy transmission organizations. In 2018, 15 power-transfer organizations should cease their activities. In general, we expect that the number of energy transmission organizations will decrease by 30% by 2022, that is from 160 to 110″, K. Bozumbayev said.

During the press-conference, the minister answered many questions of journalists, which are now the most relevant in Kazakhstan. In particular, Kanat Bozumbayev was asked about the ban on free issuance of plastic bags in the country.

“First of all, this is due to the fact that according to the current Environmental Code, from January 1, 2019 polyethylene and a number of other harmful substances can not be isolated at the landfill. Therefore, we are studying international experience. You know that a large number of years is necessary for polyethylene to be “isolated” in the soil in some way, and therefore it causes great harm to the environment”, the minister said.

At the same time, he stressed, plastic bags are not to be banned, until a decent and inexpensive alternative to plastic is found. The minister also spoke about the quality of heating homes in frosty days.

“We created the appropriate headquarters under the leadership of my deputy Dzhaksaliyev (Bakytzhan Dzhaksaliyev – IA), a conference call with the regions were held. This is the northern and eastern parts of Kazakhstan, which are in the zones of the Arctic cyclone and where temperatures are supposed to be below 35 degrees. As the head of the ministry noted, the renewable energy market is growing every year and in 2017 1.1 billion kWh was generated, which is more than in 2016. At the same time, the plan for 2018 will increase this volume by 1.7 billion kWh.

In general, the minister stressed that the main tasks and plans for this year have already been set, the work is built and the ministry of energy is ready to use all the resources to achieve them.
