There are more than 16 million Kazakhs in the world, about one third, or about five million, living abroad. During the 27 years that President Nursultan Nazarbayev invited Kazakhs to the Kazakh capital, 1 million Kazakhs have moved to Kazakhstan. Here is an interview with the First Deputy Chairman of the World Association of Kazakhs Zautbek Turysbekov about their contacts with the Kazakhs abroad and their return to the country.

Dear Zautbek Kuchisbekovich, the problem of migration, which seemed to be somewhat slow in recent years, became a new impetus after the instructions of the President Nursultan Nazarbayev. Now let’s talk about this work. What measures have been taken to establish contacts with Kazakhs abroad?

After moving to the headquarters of the Association in Nur-Sultan, our relationship with the central government has grown significantly. For example, together with the Ministry of Information and Public Development, our brothers and sisters in Russia and China began to produce special clips about the traditions and celebrities of the Kazakh people. Last year, on Kazakhstan TV channel, four clips were shown on “Korkyt Ata”, statesman Nurtas Ondasynov, traditions of Kazakh people and “Asar” project. Also, with the support of the Ministry of Culture and Sports of the Republic of Kazakhstan, a collection of films “Far East” was shot by well-known Kazakhs living abroad. The first two films were dedicated to professionals in the field of medicine and IT-technology in the United States. The third film tells about the heroic history of the Kazakhs on the Himalayas and the 3,000 kilometers from China to Turkey. The fourth film is the great son of our nation, Mustafa Shokai, and Ospan Batyr, the “Heart of Asia”. Abdukadip Kara, who studied the life and heritage of Mustafa Chokai from ethnic Kazakhs living in Turkey, used the research materials of the writer, writer, publicist Kizyrbek Kayratolla. Currently, these four films are posted on the website of the community and the film cycle is still ongoing. Special attention is paid to studying and education of females. In addition to the Ministry of Education and Science, the quotas for representatives of Kazakh Diaspora abroad are growing at higher education institutions. In 2018 860 grants were given to Kazakh youth living abroad, and in 2019 1 000 places were allocated for the preparation of universities. For the first time this year 125 grants, another 10 grants for doctoral studies. All of this work is done to support and promote the brothers who came to the country and abroad. The main goal is not to lose Kazakhs, especially young people from near and far abroad.

Do you have a secret to pay special attention to young people and children amongst foreigners?

Yes, in December 2018 we held a small congress in Omsk, Russia. We heard the sorrows of Kazakhs there. Many have reached their native language, and even under the age of 20 they lose their national identity. Thus, we have launched a pilot project to preserve the Kazakh language and ethics in Russia. Including Kazakh children in Russia is planning to teach mother tongue from the age of two. We used to say that mother was absorbed in her mother tongue, and mothers, aged 20-30, do not speak. If the mother can not teach, the experts will come and teach, we will attract volunteers. In addition, the President of Kazakhstan, Kassym-Zhomart Tokayev, marked the Year of Volunteers in 2020. Long ago, Russians had a few tongues, guards who knew history and tradition, who brought up children. Likewise, volunteers should also teach children the Kazakh language, tradition, customs and history from childhood. Due to the closure of Kazakh schools in a number of countries, we should develop education centers that teach Kazakhs living abroad. In this context, the intellectual schools and universities of the country have a great potential to educate children of the Kazakh diaspora in their mother tongue. Starting this summer, we have organized summer camps for 4,000 children from foreign countries to teach Kazakh language, history and traditions. Annually, 150 children from Kazakh diaspora have come to rest in the “Baldauren” camp. This year, this figure doubled and Baldauren has 288 Kazakh children from Europe, Russia, China, Mongolia, Uzbekistan, Kyrgyzstan and other countries. One of the tasks assigned by the President Nursultan Nazarbayev to the Government was to invite Kazakh scientists abroad to work in the country. What work is going on for this purpose?

Last year we held meetings in Nur-Sultan with the representatives of Kazakh diaspora in Russia, Mongolia, Turkey, Uzbekistan, China, USA and Europe. With the help of the Ministry of Foreign Affairs, an electronic database of well-known Kazakhs living abroad has been created. About 200 famous Kazakhs from 30 countries of the world have been introduced. For example, Galymzhan Uteulin, Google’s senior engineer in the US, Timur Bekmambetov, a traumatologist, traumatologist, Zholdas Kulzhanov (USA), neurosurgeon Shenhol Zhed (Germany) and many others. Based on this database, we are working consistently to involve professionals in the development of our country. In 2018, a collaboration was established between Professor Zholdas Kulzhanov of the University of St. Louis and the World Association of Kazakhs to improve the professional knowledge of healthcare professionals in Kazakhstan. Q: What do you think about the employment of dwellers in the country?

There are a lot of people who want to return to their historical homeland, but most people will have access to funds. Together with simplifying their citizenship, it would be desirable to invite young professionals to provide housing and employment. Today, two such projects are being implemented. He needs young, hardworking young people. That is, the nature of the next migration should be different. Much attention is paid to those who are under 35 years of age, who master the real profession. When I was Governor of South Kazakhstan, we together with the Shymkent entrepreneur Ibadulla Kalibekov implemented the Asar project that provided 20,000 repatriates from Uzbekistan. There are 26,000 people in that village now. She has a school and a kindergarten. Each house has a heated greenhouse. That greenhouse earns 10-12 thousand dollars a year. 7 thousand jobs were created. For two years, the World Association of Kazakhs has launched a new format “Housing and Work”, such as the Asar project. We bought 196 hectares of agricultural land near the 42nd junction in 10 kilometers from the city of Nur-Sultan. These land plots were taken by 1 282 families. All of them came from the southern regions and took part in the construction of EXPO-2017, and now they are repatriate families who want to stay in the north. Now they rent an apartment in the city, and most of them are forced to stay in temporary summer houses. We plan to construct a small apartment with comfortable apartments and houses. This agro-township will open up to 3 500 jobs: build greenhouses for 300 hectares, create wholesale markets for agricultural products and create horse-breeding centers. The price is two times lower than the market price. The vegetables produced in these greenhouses are of high quality and cheap. In addition, we grow horses and fatten. Horses turn up in turn. This project will then be created in 9 regional centers of the country. The second project is being implemented in the Pavlodar region with the support of the World Association of Kazakhs and the Compatriots Foundation and 300 migrants from Mongolia. We will divide them into communities where English, elementary school teachers, technicians, mechanics, veterinarians and others need it. They will be financed from the state for 88,375 tenge a year. The third project will be in Keles district of Turkestan region. This district is in Tashkent. About 3 million people in Tashkent lack meat and dairy products. We plan to build an agro-town on 200 hectares for our compatriots who want to move to our homeland. Due to its geographical location, along with Uzbek entrepreneurs, there is an opportunity to create meat and dairy production, animal feeding and fruit growing enterprises with Israeli technology. When a cooperative was established, local farmers would feed fodder for feeding, produce dairy products, fruits and vegetables. This will also create additional jobs. As I mentioned at the beginning of the project, we plan to invite young people under the age of 35 with special education in such places. In the future, our compatriots from Uzbekistan can be accommodated in agro-towns specially built in Saryagash, Keles, Shardara, Kazygurt districts of Turkestan Region. What is the actual number of Kazakhs who have joined the country during the years of independence? Is our current driving a “vehicle”? Which ethnic Kazakhs are more popular?

According to the data of the last year 2019, more than 10.7 thousand ethnic Kazakhs have returned to the country. 48.5% of them came from Uzbekistan, 36% from China, 6.2% from Mongolia, 5.4% from Turkmenistan, 1.1% from Russia and 0.5% from Iran. Most of them moved to Akmola (27%), Mangistau (14%), Zhambyl (9%) and Nur-Sultan (8.9%), Shymkent (8.5%) cities. And there are more than 16 million Kazakhs in the world.
