THE RULES OF CARRIAGE OF PASSENGERS BY RAILWAY TRANSPORT WERE AMENDED AND SUPPLEMENTED
From August 28, 2019, the order of the Minister of Industry and Infrastructure Development of the Republic of Kazakhstan on amendments to the Rules for the carriage of passengers, baggage, cargo, cargo luggage and mail by rail comes into force.
In particular, this concerns the registration and travel of organized groups of passengers. Now applications from legal entities can be issued by digital signature of a legal entity, a ticket will be issued for each passenger individually, and not for the entire group on one form, as was done previously.
The deadlines for submitting an application and buying out reserved seats have been changed. There are restrictions on making changes to the initial list of an organized passenger group. The size of the non-refundable deposit is 30% of the total fare of the group, whereas before there was only a fee for reservation of seats in the amount of 290 tenge per seat.
The new requirements are aimed at eradicating the illegal purchase and resale of train tickets.
In addition, the Rules have been amended regarding the travel of persons of all disability groups, as well as children with disabilities. It establishes a privilege for travel on socially significant messages in the amount of 50% of the cost of the ticket, and on commercial routes – at the discretion of the carrier.
Smoking on passenger trains is also prohibited.
A fee of 1000 tenge is canceled for the operation of returning a travel document (ticket) in connection with a passenger’s refusal to travel.
