In Kazakhstan, a new institute of preventive control has been introduced in place of random checks, which allows building partnerships between business and government, as well as increasing trust in regulatory bodies. More on this in an exclusive interview for our site, Aslanbek Dzhakupov, director of the enterprise development department of the Ministry of National Economy of Kazakhstan.

– Aslanbek Kuandykovich, how many business entities operate in Kazakhstan today?

As of January 1, 2019, the number of operating small and medium-sized businesses in Kazakhstan is 1,241,328.

– On the issue of inspections of SMEs – how much has their number decreased in the last 10 years?

If we had 10 years ago, the number of inspections was 800 thousand, while the number of inspections was about 400 thousand, by the end of 2018, with 1 200 subjects, the number of inspections dropped to 81 thousand. That is, says that the checks were reduced by more than 4.5 times. This indicates that the state began to interfere less in business activities, less began to regulate it.

– Inspections of SME subjects were significantly reduced, however, last year there was a significant burden on business entities. What was the reason for this?

The reason was administrative fines. The results of the examiners depended on the administrative penalties. Practically, each check ended with an administrative impact on the entrepreneur. But it should be noted that the imposition of fines did not provide security in these areas, as evidenced by the statistics of adverse incidents. Every year they vary approximately at the same level of 5-7 thousand. Simply put, the inspector tried to come to check, and the quality of checks did not depend on how secure the consumer was, but on the amount of fines and the number of punished people. This circumstance prompted the adoption of measures aimed at the prevention and prevention of offenses that would ensure the safety of consumers with a minimum burden on the entrepreneur.

– Aslanbek Kuandykovich, a new institute of preventive control has been introduced. For what purpose and what is the essence of innovation?

It is necessary to understand that the purpose of the control is not the punishment of the entrepreneur, but the need to help the entrepreneur not to violate the law. I note that the Ministry of National Economy is now also acting in the interests of entrepreneurs, since it is vested with an inspection function to protect their rights in matters of state control over entrepreneurs, issuing permits and providing state support measures.

– Tell me, what is the order of checks for today?

Dates of inspections reduced exactly 2 times. Unscheduled inspections have been reduced three times to 10 working days. Also the possibility of repeated inspections is limited. If earlier it was possible to carry out inspections more than once, now the opportunity to conduct inspections is provided for 1 time up to 15 working days and for unscheduled inspections – 10 working days, whereas earlier – there were 30 working days.
