The Government reviews a work plan for the first half of 2017

Astana hosts a Government meeting, where the Cabinet work plan for the first half of 2017 is under consideration.

The Minister of National Economy T. Suleimenov reported that more than 148 activities are planned for 9 key areas. Among them are the reaching of the planned GDP growth rate, creating favorable conditions for private sector development, private investment attraction, breakthrough in the development of mass entrepreneurship and raising incomes, refinement of the reforms to improve quality of human capital, etc.

In order to improve budget balance, the forecast of socio-economic growth and parameters of the State budget for 2017 will be revised in February, � T. Suleimenov reported.

The Minister informed that in order to ensure ongoing price stability, the Ministry will monitor prices for socially important food products. In addition, a law will be drafted on the introduction of mechanisms to limit trade margins and limiting remuneration of subjects of trade of socially important products.

In order to establish an institutional basis for effective development of the manufacturing industry and promotion of national products export a concept of National Export Strategy of Kazakhstan will be developed.

Also, in order to create favorable conditions for the private sector until the end of the first half of 2017, systematic measures will be developed for business deregulation with the implementation of best standards and practices of developed countries. March will see the completion of all large scale revisions of supervisory and control functions and suggestions will be made to the Government on their reduction and on reduction of the number of inspection bodies.

In addition, to strengthen the PPP, measures will be taken at the regional level, reducing time it takes from expertise to signing the contract to 4-6 months, which is 2.5 times less than standard procedures. According to the Minister, in order to attract investors, a Unified Information Base for all national and local PPP projects will be created in June. As a result, during the year 54 projects will be displayed for the PPP competition.

The Minister noted that there are already approved regulations for crediting/micro-crediting in cities, guarantees for micro-credits issued by microcredit organizations and second-tier banks in cities, and learning the basics of entrepreneurship. March will see the start of a tutorial program for potential entrepreneurs among the unemployed and self-employed through the Bastau Business project.
