The Government identifies main directions of youth policy
The Government meeting considers the main directions of state youth policy.
According to the Minister of Religious Affairs and Civil Society Nurlan Yermekbayev, over the past decade Kazakhstan has created legal and conceptual framework for youth policy and established the necessary infrastructure. Departments for youth policy issues and youth resource centers have been operating throughout the country since 2012.
The work enabled Kazakhstan to get 61th place in Global Youth Development Index 2016, which evaluated 183 countries.
The further work is planned to base on five topical areas with expert evaluations and recommendations taken into account.
Firstly, to continue efforts aimed at reducing the capacity gap between the rural and urban youth, youth socialization and recreation. It is therefore proposed to draft a national youth movement with such key directions as volunteering development, sporting and artistic achievements, and work skills.
It is additionally proposed to expand the network of simple outdoor sport facilities (street workout), yard clubs and other forms of low-cost mass youth involvement in sports and creativity, using the PPP mechanisms.
Secondly, development of social mobility means by improving the prestige of military service. Another social mobility mean is creative associations and unions, which should discover gifted persons, promote their personal development.
Additionally proposed is the Daryn state youth awards annual basis. In this regard may be provided wide outreach in the regions, thereby helping a wide range of young people to bring talent to light.
The third direction � support for young families � involves a Family Hour nationwide campaign for the parents to be held in one of spring days by all schools of the country with the participation of experienced psychologists and other experts.
The fourth direction is the development of public services human resources dealing with the youth. The methodological base for the youth resources centers will be updated with new tasks taken into account. Youth research center will continue to conduct seminars and trainings for professionals dealing with young people.
The last direction involves strengthened interdepartmental coordination. In this regard, the session of the Youth Policy Council under the President of the Republic of Kazakhstan is proposed to be held in the first quarter of 2017. All state agencies are recommended to take an active part in the work of coordination council for the youth organizations development. There is also the need to intensify the work of regional councils for youth affairs with considering the most pressing issues of the youth, and to regularly report on progress in implementing the youth related projects at the Government meetings.
