The first meeting of the Council to improve the legislative process was held in the Senate. It was chaired by the Deputy Chairman of the Senate of the Parliament of the Republic of Kazakhstan, Bektas Beknazarov. B. Beknazarov in his welcoming speech said that over the past years, Kazakhstan has been able to bring lawmaking to a new qualitative level. But, nevertheless, this process requires continuous improvement.
For this, it is necessary to improve the planning of legislative activities of the Government, radically change approaches to organizing a scientific examination of draft laws and their concepts, take effective measures to ensure authenticity in the Kazakh and Russian languages, and tighten the responsibility of specific individuals and state bodies responsible for the development of draft laws, Deputy Chairman of the Senate.
Acting Minister of Justice Natalia Pan told about the results of the Parliamentary hearings on the topic Further improvement of the legislative process. She noted that the Justice Ministry is using all possible levers of influence, both on individual state bodies, and on the rule-making system as a whole, in order to ensure stability and quality of adopted and adopted laws.
Senator Vladimir Volkov said that following the results of the Parliamentary hearings, recommendations of 17 points were prepared. Some of them have already been implemented by the Ministry of Justice. The rest are organizational and require a comprehensive solution. This will become possible after the adoption of the Law On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on the Improvement of Norm-Making.
According to the participants of the meeting, the work of the Council will improve the legislative process. But at the same time, strengthening cooperation between state bodies and public organizations is of great importance.
At the meeting, the deputy chairman and secretary of the Council were elected. They were Vladimir Volkov, head of the Senate Committee on Constitutional Legislation, the Judiciary and Law Enforcement Agencies, and Marat Uakpayev, deputy head of the Senate Office .
The Council on the improvement of the legislative process under the Senate of the Parliament was created on July 1 this year to increase the efficiency of legislative activity. It included deputies of the Senate, representatives of state bodies and public associations, prominent legal scholars.
