The Draft Budget of the Capital Has Been Approved at the Public Council

At the meeting of the Public Council of Astana, the draft budget of the capital for 2017-2019 has been approved. The project of the main financial document of the capital has been presented the Deputy Mayor Andrei Lukin.

The total volume of local budget of Astana for the next 2 years has been planned in the amount of 660.5 billion tenge, including 219 billion tenge for next year. At the same time, the social sphere is the main article of costs in the city treasury.

“The city budget is socially oriented. Only in the social sector in the future the planned expenditures constitute the amount of more than 90 billion tenge, or 41.3% of the total budget”, – said the Deputy Mayor.

During his speech, Andrei Lukin also informed the amount of Astana contribution for the formation of the national budget in the coming year.

“According to the law on the general volumes of transfers, budget seizures, which is almost 20.5 billion tenge, have been provided for the next year in the draft budget, that is, the whole country has been building the capital, and now we, the capital, are preparing funds for the national budget, being a donor”, – said Andrei Lukin.

The speaker has also specified which revenues to the local budget is intended to be received next year, and stressed out that the main source of own revenues of the capital are payroll tax revenues.

“The draft budget of revenues for 2017 has been determined by own incomes in the amount of 212 billion 550 million tenge with the growth to the approved budget this year to more than 32.5 billion tenge, or 18%.

It should be noted that the largest share of revenues of local budgets – from 90 to 97% – is made up by tax revenues, including the significant proportion of payroll taxes – personal income tax from incomes taxed from the source of payment – 43% and social tax – 36%”, – said the Deputy Mayor.
