Technological modernization needs legislative support – deputies

Opening the meeting, Chairman of the Committee Askar Beissenbayev reminded that in the Address of President Nursultan Nazarbayev “Third Modernization of Kazakhstan: Global Competitiveness” the accelerated technological modernization of the economy was identified as the first priority. The Address noted the need to develop in the country such promising industries as 3D printing, online trading, mobile banking, digital services. In addition, the President instructed to develop the scientific and innovative potential on the basis of universities and the park of innovative technologies “Alatau”.

So, according to the Senate, director of the Park of Innovative Technologies Autonomous Cluster Fund, Sanzhar Kettebekov, made a report on the activities of the Innovation Cluster.

Issues related to the management system of the special economic zone, improvement of the taxation system and customs payments of the SEZ, introduction of measures to stimulate demand for products were raised during the event.

The results of the discussion were summed up by Chairman of the Committee A. Beissenbayev. He called on the Ministry for Investments and Development to consider the issues raised and take all the necessary decisions in the course of adjusting the strategy of the innovative cluster “Park of Innovative Technologies”. At present, the Ministry has begun to develop the concept of the new Law “On Special Economic Zones and Industrial Zones”. As A. Beissenbayev emphasized, the results of the discussion will be taken into account by the Senate deputies in the work on relevant legislative acts.
