T. Duissenova: The main principle of the system of social protection of the rights of disabled people is integration into society
Today’s Government meeting chaired by Prime Minister Bakytzhan Sagintayev discussed the issues of compliance with the Convention on the Rights of Persons with Disabilities.
Minister of Labor and Social Protection of Population Tamara Duissenova noted that the main principle of the system of social protection of the rights of disabled people is integration into society
Priority direction here is the creation of an accessible environment in transport and social infrastructure facilities, the main mechanism for that is certifying 36 thousand facilities of paramount importance for the disabled and their adaptation.
As of April 1, 2017, 28.9 thousand facilities (80.3%) out of 31.1 thousand planned social infrastructure facilities were certified by local executive bodies.
It should be noted that the goal of certification is identification of reliable and complete information, as well as assessment of the accessibility of social infrastructure facilities for disabled people. Shaping of the architectural environment for the needs of disabled people is carried out according to the following criteria: accessibility, security, informational content and comfort.
Recall, in 2015 Kazakhstan ratified the Convention on the Rights of Persons with Disabilities and assumed the obligations to implement international standards for the needs of persons with disabilities. Also, in order to comply with the Convention norms, the Law of the Republic of Kazakhstan “On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on Protection of the Rights of Persons with Disabilities” was adopted.
