State program of development of languages shows positive results and high efficiency
According to the Minister, an assessment of the effectiveness of the implementation of the State Program for the Development and Functioning of Languages in the Republic of Kazakhstan for 2011-2020 for the period from 2014 to 2016 was made in the current year. In general, the results of the implementation of the State program have shown an average efficiency for the last 3 years, according to the scoring system, 2.66 points out of 4 possible.
Relatively high ratings were formed according to 3 criteria. The degree of achievement of target indicators and indicators of results was 88%.
T. Suleimenov noted that according to the report of the Ministry of Culture and Sports, 16.7 billion tenge was allocated for the implementation of the State program for the last 3 years, 14.9 billion tenge or 89.3% of them was utilized.
The Institute of Economic Research conducted a questionnaire survey of the population to determine the satisfaction level of the implementation of the State Program for the Development and Functioning of Languages in the Republic of Kazakhstan for 2011-2020. The survey showed that 85% of respondents are informed about the State program. In general, the population is satisfied with the implementation of the State program. More than half of respondents constantly use the state language, the majority (63.7%) believes that linguistic culture has recently improved, that is, the level of development of language knowledge, skills and abilities of the individual has increased. Half of the respondents are satisfied with the quality of educational and methodological literature on teaching the state language.
As part of the further implementation of the State Program, T. Suleimenov proposed to carry out outreach work with the population on the existing opportunities for teaching the state language, fully use the potential of the Internet and television, actively involve the private sector in educational activities for the state and other languages, to consider measures of State program to strengthen the development of trilingualism in Kazakhstan.
