State agencies and Akims of the regions report on the preparations of social facilities for the heating season

During today’s Government meeting chaired by Prime Minister Bakytzhan Sagintayev, the Ministers of Investments and Development, Education and Science, Healthcare, as well as Akims of the regions and cities of Astana and Almaty, presented reports on the preparation of social facilities for the heating season.

Minister of Investments and Development Zhenis Kassymbek reported that an Action Plan for 2017-2018 was approved in order to prepare for the upcoming heating season. According to it, by October 15, the preparations of all facilities, including independent boiler houses and utility networks, will be fully completed and all independent heating facilities will be provided with the standard fuel stock.

As of the current period, 11 139 educational facilities were repaired, or 100% of the plan. Regarding healthcare facilities, it was planned to repair 6445 facilities, of which 98% have been completed. Of the 43 572 dwelling houses planned for repair, 88.2% have been prepared.

Regarding heat sources, local executive bodies are planning to repair 10 326 independent boiler houses, 94.3% of which have been prepared. Of the 2113 km of heat networks planned for repairs for the current period, 2000 km have been completed. At present, the heating networks of Almaty, Atyrau and North Kazakhstan regions are less than 85% ready. 87.6% of water supply networks were repaired with a plan of 2040 km.

Regarding fuel procurement, it was noted that the demands of independent boiler houses for the coming season are 1227 thousand tonnes of coal and 122 thousand tonnes of fuel oil. As of today, 1070 thousand tonnes of coal (87.2%) and 63.6 thousand tonnes of fuel oil (52%) were accumulated.

Minister of Education and Science Yerlan Sagadiyev reported that the Ministry of Education and Science together with local executive bodies monitor the preparations of educational facilities for the upcoming heating season.

According to the Akimats of the regions and the cities of Astana and Almaty, 2617 public kindergartens, 7094 public schools, 473 colleges and 130 higher educational institutions have been prepared for the heating season. Educational facilities received certificates of preparedness for the heating season.

Minister of Healthcare Yelzhan Birtanov reported that preparations for the2017-2018 heating season are carried out according to the schedules coordinated with the municipal services. In all regions work is under way to prepare healthcare organizations for the heating season.

There are 5774 healthcare facilities in the country (excluding leased and private facilities), of which: 822 use central heating, 312 use electrical, 3815 use solid and liquid fuel, and 825 use gas equipment.

Repairs and preparatory works are being carried out according to the approved plan. Fuel is being purchased and delivered. Regarding 41 facilities of national importance, the average preparedness for the heating season is 98%, 37 facilities were certified, 4 facilities continue their work and finish before September 30.

According to the data of local executive bodies, the 5733 facilities of local importance average in 92% preparedness for the heating season. At the same time, works have been 90% completed in more than 11 regions.

The meeting was also addressed by Akims of Akmola region Malik Murzalin, of Pavlodar region Bulat Bakauov, North Kazakhstan region Kumar Aksakalov, South Kazakhstan region Zhanseit Tuimebayev, Kostanay region Archimed Mukhambetov, of the city of Astana Asset Issekeshev, the city of Almaty Baurzhan Baybek, Deputy Akim of Karaganda region Anatoly Shkarupa.

Prime Minister Bakytzhan Sagintayev instructed to strictly monitor the preparations for the heating season, as well as to summarize the data on allocating funds for the purchase of fuel for the regions. Coordination of this work is entrusted to First Deputy Prime Minister Askar Mamin.
