SME, food industry, improvement of living conditions: B. Sagintayev visits a number of facilities in Kostanay region


During the inspection of the first facility, deputy akim of the region, S. Karplyuk, reported to the Prime Minister on the progress of housing construction in the region, measures taken to provide the population of the region with affordable housing and social facilities. Following the 2017 results, the construction of housing under the Nurly Zher program in the Kostanay region has grown by 36%. More than 2.5 thousand families received apartments. This year, 97 100 m� or 1548 apartments will be commissioned in the region.

Since the beginning of the year, 735 dwellings have been built in the region, of which 172 individual dwelling houses or 92300 m2 of housing have been commissioned. 14 houses or 1875 apartments were built in the new microdistrict with an area of 9 hectares. Director of BK-Stroy LLP, I. Kim, informed that all apartments are provided with modern equipment: Cloud Video Surveillance cameras are installed, allowing residents of homes to view online camera records and seven days archive through smartphones or computers.

According to the Ministry for Investments and Development, in general, throughout the republic, the first year of the implementation of the Nurly Zher state program gave good results. At the end of 2017, a record 11.2 million square meters of housing was commissioned. More than 100 800 families have improved their living conditions, of which 25.2 thousand families were financed from public funds. In 2018, it is planned to provide commissioning of 12.1 million m�. For four months of this year, 3,6 million m� or 31 442 dwellings were commissioned.

At the same time, within the framework of the President’s Five Social Initiatives, comprehensive measures have been developed to improve the housing market and increase the availability of housing mortgages for the wider masses, including the new Program 7-20-25, cheapening mortgage loans through state subsidies, and the stimulation of private construction at the expense of subsidies of JSC Damu.

Visiting the second facility, a confectionery factory, the Prime Minister got acquainted with the pace of technological modernization of the food industry. In 2017, under the Business Support Card, two new production lines were launched at the enterprise. This year it is planned to launch new equipment using innovative technologies for the production of sweets.

Head of the enterprise, T. Sadykov, reported on the strategy for further development, including plans for implementing an investment project on the construction of a condensed milk production factory.

For reference: To date, the assortment of the products of the confectionary factory of Bayan Sulu JSC includes more than 300 types of confectionery. Products are exported to Russia, Germany, China, Georgia, Azerbaijan, Uzbekistan, Kyrgyzstan, Turkmenistan. In 2017, the volume of exports exceeded 18 tons, totaling 8.8 billion tenge.

During the visit to the Entrepreneurship Service Center, Prime Minister Bakytzhan Sagintayev got acquainted with the work of the full-format ESC and projects implemented within the framework of the Bastau Business program. The Entrepreneurs Service Center carries out activities on eight types of services. In 2017, the ESC provided 1401 services for 996 customers. The most popular services are accounting and tax accounting, this type of services accounted for 23% of customers. In 2018, the Center provided 442 services to 370 unique customers.

Director of the regional Chamber of Entrepreneurs, M. Abenov, reported that for 2017, 1337 students were trained in the Business School. In 2018, training began on the project “Business Advisor”. To date, 530 students have been trained. Of the trained 279 � started a business, 172 � received loans for a total of 473 million tenge. Based on the results of project training, 20 projects for the amount of 56.9 million tenge were realized.

Here Bakytzhan Sagintayev met with the graduates of the Bastau Business program, during which the main provisions of the law on improving business regulation recently signed by President Nursultan Nazarbayev were discussed. Graduates noted that the improvement of the legal regulation of entrepreneurial activity and the reduction of the administrative burden reveal additional opportunities for start-up entrepreneurs.
