SME, food industry and improvement of living conditions: B. Sagintayev visits a number of facilities in Kostanay region

Today, as part of his working trip, Prime Minister Bakytzhan Sagintayev visited a number of facilities in Kostanay: the new residential complex Altyn Arman, built by private developers in the framework of the Nurly Zher State Program, the confectionery factory of Bayan Sulu JSC and the Service Center for Entrepreneurs. In the spotlight � new business opportunities within the framework of the law on entrepreneurship.

During the inspection of the first facility the Deputy Akim of the region S. Karplyuk reported to the Prime Minister on the progress of housing construction in the region, measures taken to provide the population of the region with affordable housing and social facilities. Data for 2017 shows that the volume of housing construction under the Nurly Zher program in Kostanay region has grown by 36%. More than 2.5 thousand families received apartments. This year, the region will commission 97 100 m�, or 1548 apartments.

Since the beginning of the year 735 dwellings have been built in the region, of which 172 are individual dwelling houses, 92 300 m 2 of housing have been commissioned. The new microdistrict with an area of 9 hectares has 14 houses, or 1875 apartments. Director of BK-Stroy LLP I.Kim informed that all apartment houses have modern equipment: cloud video surveillance, allowing residents to look through the cameras via smartphones or computers online, as well as archived videos for seven days.

According to the Ministry of Investments and Development, on the whole, in the context of the Republic, the first year of the implementation of the Nurly Zher State Program shows good results. At the end of 2017, a record 11.2 million square meters of housing was commissioned. More than 100 800 families have improved their living conditions, of which 25.2 thousand families through public funds. In 2018 it is planned to commission 12.1 million m�. In four months of this year, 3.6 million m� or 31 442 dwellings were put into operation.

At the same time, within the framework of the “Five Social Initiatives of the President”, comprehensive measures have been worked out to develop the housing market and increase the availability of housing mortgages for the broad masses, including the new program “7-20-25”, cheapening mortgage loans through state subsidies, stimulating construction by private developers through subsidies of Damu JSC.

Visiting the second facility, a confectionery factory, the Prime Minister got acquainted with the pace of technological modernization of the food industry. In 2017, under the Business Support Roadmap, two new production lines were launched at the enterprise. This year it is planned to commission new equipment using innovative technologies for the production of sweets.

The head of the enterprise T. Sadykov reported on the strategy for further development, including plans for the implementation of an investment project for the construction of a condensed milk production plant.

For reference: To date, production line of the Bayan Sulu JSC confectionary factory includes more than 300 types of sweet goods. Products are exported to Russia, Germany, China, Georgia, Azerbaijan, Uzbekistan, Kyrgyzstan, and Turkmenistan. In 2017, the volume of exports exceeded 18 tonnes, totaling 8.8 billion tenge.

During the visit to the Service Center for Entrepreneurs, Prime Minister Bakytzhan Sagintayev got acquainted with the work of the full-format SCE and projects implemented within the framework of the Bastau Business program. The Service Center for Entrepreneurs carries out eight types of services. In 2017, the SCE provided 1401 services for 996 customers. The most popular services are accounting and tax accounting, this type of services accounted for 23% of customers. In 2018, the Center provided 442 services to 370 unique customers.

Reporting on the results of activities, Director of the regional Chamber of Entrepreneurs M. Abenov reported that 1337 students were trained in 2017 within the frame work of the Business School. In 2018, training began through the project Business Counselor. To date, 530 students have been trained. Of the trained 279 – opened a business, 172 – received loans for a total of 473 million tenge. Based on the results of project training, 20 projects for the amount of 56.9 million tenge were implemented.

Here Bakytzhan Sagintayev met with the graduates of the Bastau Business program, during which the main provisions of the law on improving the regulation of business were discussed, which was recently signed by President Nursultan Nazarbayev. Graduates, in turn, noted that the legislative improvement of the legal regulation of entrepreneurial activity and the reduction of the administrative burden, reveal additional opportunities for start-up entrepreneurs.
