Six independent services set up in Kyrgyzstan’s Interior Ministry system

Six independent services have been set up within the Ministry of Internal Affairs of Kyrgyzstan, Deputy Interior Minister Pamirbek Asanov told reporters.

As part of the ongoing judicial and legal reform in the system of law enforcement agencies of the Kyrgyz Republic, a number of structural subdivisions of the Ministry have been transformed.

The deputy interior minister said six independent services have been set up in the Ministry of Internal Affairs system, including the Investigation Service with its territorial units (General Investigation Service).

Since Jan.1, 2019, in connection with the introduction of the institution of criminal misconduct in the structure of the Ministry of Internal Affairs of the Kyrgyz Republic, a new Department of Misdemeanors Affairs have been established.

Taking into account the analysis of the work for 6 months of 2019 and workload for one investigator (for instance, one investigator in Bishkek accounted for 132 cases of pre-trial proceedings), in order to optimize the staff number of internal affairs bodies, since September this year the Extraordinary Board of the Interior Ministry of Kyrgyzstan decided to introduce :

– 67 positions of Deputy Head of the Department of Internal Affairs Bodies for pre-trial proceedings, which will be in charge of investigation, inquest in the territorial subdivisions of the Interior Ministry of the Kyrgyz Republic;

– Increase in the number of staff positions of internal affairs bodies by 95 investigators;

– Increase in the number of staff positions of internal affairs bodies by 99 employees of authorized officials of the body of inquiry;

The Ministry of Internal Affairs conducts training in every internal affairs body of the country on the novelties of the new codes and laws.

Also, 30-day courses on new legislation have been organized for civil youths admitted to the internal affairs bodies of the Kyrgyz Republic, and for employees transferred from services and subdivisions -2-week courses on the basis of the Academy and the Republican Training Center of the Ministry of Internal Affairs of Kyrgyzstan.
