Senate deputies visited Zhelezinsky district


Deputies of the Senate of the Parliament of the Republic of Kazakhstan, Manap Kubenov and Nurzhan Nursipatov, visited several objects in the Zhelezinsky district of Pavlodar region.

The first object of the visit was a sports complex in the village of Zhelezinka, built and commissioned in 2019. Senators familiarized themselves with the work of the sports complex, which consists of an administrative three-story building with a sports hall, a standard football field with artificial turf, playgrounds for indoor soccer and volleyball, a children’s playground, an athletics track with artificial turf, a ski-roller track with overpasses and stands for spectators. The next object of visit was the children’s art school, which was also commissioned in 2019. The school has more than 700 students in various fields, such as vocals, choreography, dombra class. For classes in all areas, there are separate spacious classrooms and classes, as well as an assembly hall. The building houses the Aybat Youth Initiative Center and the Zhelezinsky District Veterans Council.

New facilities were built with high quality, visiting cultural and sports facilities for rural children and adults will be free.

In the akimat of the Zhelezinsky district, senators met with deputies of the regional maslikhat, heads of executive bodies and law enforcement agencies. Senate deputies spoke about state programs, the development of rural settlements, the transition to the fourth level of the budget and the republican budget for the next three years.

M. Kubenov informed about the adopted new legal norms concerning the agricultural sector, aimed at improving the mechanisms for monitoring the rational use of land, as well as strengthening measures for the protection and quarantine of plants, ensuring veterinary safety, water supply, conservation and development of the flora and fauna.

In his speech, N. Nursipatov dwelt in detail on the adopted laws on improving administrative and criminal legislation aimed at increasing the level of protection of citizens in criminal proceedings, toughening the responsibility for theft, rape, drug trafficking and poaching, on ratification of international treaties and agreements adopted by Kazakhstan on issues of legal assistance, transfer and extradition of convicted persons, as well as in the field of military cooperation, the fight against crimes in the field of information technology and other issues within the EAEU.

Deputies visited the Urlutobe checkpoint. They got acquainted with the work of the checkpoint, examined the cabs for passport control and cargo flows.

The border checkpoint “Urlutobe” on the border with the Russian Federation (Pavlodar region, Zhelezinsky district, the village of Zhelezinka) has a modern infrastructure to accommodate the relevant services. However, at present, only border and customs services are located in this building, and representatives of the phytosanitary and veterinary services of the Ministry of Agriculture are in separate rooms, 20 meters from the border checkpoint. This situation affects the speed of passage of goods, the quality of their inspection affects the throughput.

In addition, the deputies got acquainted with the work of the district House of Culture. K. Alseitova. This object was renovated in 2019, where the roof was overhauled, the visual and small halls, rooms, hall were repaired, window and door blocks were replaced, paving stones were laid. Created conditions for people with disabilities.

During the meetings, senators discussed a number of issues. In particular, questions

improving cellular communications in all villages of Zhelezinsky district of Pavlodar region; on the need to organize the work of Kazpost in settlements where the population does not meet the established standard; deductions of contributions of rural small businesses to the funded pension fund and social health insurance fund. Currently, in rural areas, SMEs pay contributions to non-state pension funds, social security contributions and social insurance contributions for a minimum amount of 8713 tenge per month, which is a significant burden for employers (SP and SKhTP). This forces them to hide employees, in order to reduce the burden on social payments; gasification of Zhelezinsky district of Pavlodar region; introduction of a district coefficient (for adverse climatic zones) to residents of the Zhelezinsky district of Pavlodar region.

These issues are taken under control and will be taken into account when considering relevant bills.
