Senate Committee considered bill on civil service

The Committee on Constitutional Legislation, Judiciary and Law Enforcement Agencies of the Senate of the Parliament has reviewed the draft law “On amendments and additions to some legislative acts of the Republic of Kazakhstan on public service” during the enlarged meeting.

The bill was developed on behalf of the President, given at a meeting of the National Commission on the modernization on 14 June 2016.

The aim of the document is the improvement of the legislation in the sphere of public service by eliminating legal gaps, conflicts, optimize and accelerate tender procedures, as well as the approach of the law enforcement service to the standards of the public service standards, the press service of the Senate informed.

The bill amends the Law “On the State Service of Kazakhstan” in terms of reduction of terms of tender procedures by providing to the public authorities the right to host the tender after the total internal competition among the public servants of the state body.

In addition, it provides the amendments regarding the timing of administration of testing in the authorized body for the civil service affairs and anti-corruption for citizens for the first time entered the service in the law enforcement bodies.

During the consideration of the bill in the Majilis of the Parliament it has been supplemented by the standards regarding the amendments to the Law “On judicial service” in the introduction of the higher officers of the posts for anti-corruption service, the list of which will be approved by the President of Kazakhstan.
