Salaries of those who teach with updated program increased by 30% – Sagadiyev
Eight indicators, 52 criteria, 148 measures are envisaged for 2018. According to Sagadiyev, all indicators and criteria are met.
Thus, the coverage of preschool education for children aged 3-6 is 93%. Since this year, automated distribution of kindergarten places has been launched in 25 cities and 6 districts. Until the end of the year, all areas will be transferred to this system. The process of issuing appointments through the integration of electronic government and E-Akimat system have been automated.
In secondary education, the transition to programs of updated content continues. Since last year, first, second, fifth, seventh grades are being trained on the basis of new curricula and textbooks. From September, third, sixth, eights classes will be transferred to updated content.
“Until the end of the year, 75% of children will be covered by the updated content of education, in two years about 150 thousand teachers were trained on updated programs,” Sagadiyev noted.
This year, another 73,000 teachers are being trained. According to the instruction of the Head of State, the salaries of 205,000 teachers (67%), who teach on the updated content, were raised by 30%. A new system for the certification of teachers has been introduced. Approximately 60,000 teachers took part in certification, of which more than 36,000 teachers (63%) passed certification.
As the minister noted, per capita financing standard was approved, which starts September 1 in 74 state and 11 private schools in Astana. At the same time, this work was started in Shymkent.
According to the Ministry of Education and Science, from 110 to 170 schools are constructed annually for the funds from the republican budget.
In technical and vocational education, according to the instructions of the Head of State, state educational standards have been completely updated and 245 modular programs have been developed for all specialties. The colleges are given the opportunity to change the content of programs to 50% at the request of employers and up to 80% in dual training.
A gradual transition to new educational programs on the international demand, including WorldSkills standards. Currently, 170 updated programs are ready, by the end of the year, 70 more programs will be ready.
According to the head of the educational department, a draft Roadmap for ensuring the accessibility of the TVE system for people with special educational needs was developed.
In higher and postgraduate education, work is aimed at the preparation of competitive personnel, the integration of education, science and innovation. Transparency and openness of the procedure for appointing rectors of state universities are ensured. Nineteen rectors have already been appointed through the open competition system. Ten universities in Kazakhstan joined the ranking of the world’s best universities QS WUR in 2018.
Within the framework of the implementation of the President’s Five Social Initiatives, the Government’s order for 20,000 places has been increased. It is planned to prepare 75,000 places in student dormitories until 2022. At present, akimats have confirmed the availability of 140 land plots.
“Researches in 2018-2020 are carried out within the framework of seven priorities of science development. The share of engineering expenditures in the total amount of research and development funding was about 25% with a plan of 22%. For 2018-2020, more than 1,000 scientific projects on grant financing and 92 programs on program-target financing of science are being implemented,” Sagadiyev said.
