S. Zhumangarin: The results of the inventory of organizations subordinate to state agencies will be summed up in August 2018

During today’s press conference at the Government press center, Deputy Minister of National Economy Serik Zhumangarin and Deputy Minister of Finance Berik Sholpankulov reported on the progress of privatization within the framework of the eighth direction of the Address Effective Public Administration.

The Head of State in his annual Address to the People of Kazakhstan New Development Opportunities in the Conditions of the Fourth Industrial Revolution instructed:

– To accelerate the execution of the privatization plan and expand it through cutting the number of organizations subordinate to state agencies;

– Where applicable, to consolidate organizations subordinate to state agencies in order to reduce administrative expenses.

In 2017, according to the results of the inventory of organizations subordinate to government agencies, as well as due to certain government orders, the Comprehensive Privatization Plan was supplemented by 168 organizations, � Serik Zhumangarin said during a press conference.

Also, on the instructions of the President and the recommendations of the State Commission on Economic Modernization, 46 organizations were excluded from the privatization plan.

Thus, as of January 1, 2018, the Comprehensive Privatization Plan contains 904 organizations, i.e. it was supplemented by 122 companies or expanded 15.6%.

Serik Zhumangarin also noted that proposals on the sale of large state-owned facilities and assets of Samruk-Kazyna are on a regular basis considered during the meetings of the State Commission on Economic Modernization.

Thus, five meetings of the State Commission were held in 2017, at which decisions were made on the manner and share of the sale of 57 organizations, 19 of which are part of the priority list.

Also, following the recommendation of international consultants, in order to successfully conduct an IPO and increase the value of shares of national companies, the State Commission approved the sale of 14 assets within the framework of IPO of their parent companies, � the Deputy Minister said.

Currently, based on the recommendation of the State Commission, the list of organizations subject to privatization is being updated by the exclusion of five state-owned organizations and one facility of the Baiterek Holding.

In conclusion, S. Zhumangarin stressed that in order to fulfill the instructions of the Head of State the Ministry will carry out a full inventory of subordinate organizations of state agencies, the results of which will be submitted in August 2018.
