Refineries in Kazakhstan increasing production volumes – Kanat Bozumbayev

Minister of Energy Kanat Bozumbayev reported that in the first half of 2018, the main indicators of the fuel and energy sector show positive growth dynamics.

According to the Ministry of Energy, the volume of oil and condensate production amounted to 45.2 million tons, which shows an increase of 6.2% compared to the same period last year.

“Oil production on the three major projects amounted to 27.2 million tons, including Kashagan 6.2 million tons (177.1%), Tengiz 14.7 million tons (100.7%), Karachaganak 6.3 million tons (100%),” Bozumbayev said.

Export of oil amounted to 36.5 million tons or 105.8% compared to the last year’s indicators. The volume of oil processing reached 7.7 million tons, showing an increase of 5%. Thus, the volume of production of petroleum products at the three refineries amounted to 5.4 million tons, the indicators improved by 1.5%.

“In general, the situation on the market of petroleum products is stable and there is no deficit on fuel and lubricants. Number of fuel residues is sufficient to cover the needs of the domestic market in the monthly amount of gasoline 351 thousand tons, diesel fuel 255 thousand tons, which is enough for a month,” said Bozumbayev.

For spring sowing of agricultural producers, 375 thousand tons were delivered (from the Atyrau Refinery 92.3 thousand tons, from Pavlodar Oil Chemistry Refinery 195.6 thousand tons and from PetroKazakhstan 87.1 thousand tons).

The volume of gas production was 28.1 billion cubic meters, growth for the first half of the year was 6.4%.

“Gas export amounted to 10.7 bcm, which is 35.4% more than in the previous year. Nearly 1.5 million tons of liquefied petroleum gas were produced, which is 4.8% more, Bozumbayev emphasized.

Petroleum bitumen production was 375 thousand tons (104% of the plan in 2018), which is 30% more than it was last year in the first half. The export of bitumen amounted to 23.8 thousand tons, which is 19% higher than the norm for 2017.

Electricity generation amounted to 54.5 billion kWh, an increase of 7.3%. The volume of coal production (excluding coal concentrate) amounted to 52 million tons, showing an increase of 5.1% compared to the same period last year.

Having considered the reports on the results of the country’s social and economic development and the execution of the republican budget for the first half of 2018, Bakytzhan Sagintayev noted that the statistical data for the six months show an increase of 4.1%. Despite the fact that there is a certain growth in some industries, there is a lag in comparison with last year in certain sectors. For example, in the extraction of non-ferrous metal ores, production of non-metallic mineral products, textiles, leather products, beverages, and refining, the growth is not at the proper level.

In this regard, all central and local executive bodies need to strengthen systemic measures to meet this challenge. Particular attention is given to draw on the development of such spheres as production, construction. In particular, 513.4 billion tenge were invested in housing construction, which is 28.4% higher than last year. At the same time, the Prime Minister stressed that, despite the growth of indicators, it is necessary to strengthen work on certain areas of the economy.

“The issue of building dormitories is in the Five Social Initiatives of the Head of State, which is now being implemented only in eight regions of the country. These are Akmola, Karaganda, West Kazakhstan, East Kazakhstan, Almaty, Atyrau, Karaganda regions, Almaty and Astana cities,” the Prime Minister said.

The akims of a number of regions reported on the measures taken to fulfill the President’s instructions.

Akim of Aktobe region Berdybek Saparbayev stated that eight hostels need to be built in the region, at the moment preparatory work is underway. In turn, akim of Zhambyl region Askar Myrzakhmetov noted that estimates for construction of one dormitory have been submitted. Work on two hostels is underway. According to akim of Karaganda region Yerlan Koshanov, until the end of this year 850 students will receive a dormitory place. Akim of Shymkent Gabidulla Abdrakhimov said that the issue of providing hostels is being worked out. For today there are 30 dormitories in the city, 8,000 students are provided with places.

Following the consideration of the issue, the Prime Minister instructed the Ministries of National Economy, Finance, Investment and Development, Energy, Agriculture and regions to take the necessary measures to ensure the growth of the country’s economy.

“Today I reported to the Head of State on the results of the first half of the year. The task before us is to keep up the pace and to ensure the economic growth not less than 4% by the end of the year,” Sagintayev said.

The Prime Minister said that starting this week, within the project office, reports from all ministries and akimats will be heard to achieve the set indicators.

With regard to increasing the efficiency of the use of allocated funds, the proposal of the Ministry of Finance to implement a mechanism for reducing budget programs was supported.

“We conducted an analysis of the commitments of budget programs that were not taken. As a result, we propose to apply the mechanism of reduction to 10% of the annual amount of budget programs, where no contests were held in accordance with the norms of the current budget legislation. On the whole, 16 billion tenge are subject to reduction, Sultanov said.

The Prime Minister also instructed to conduct similar work for the nine months of this year.

Recall, earlier during the consideration of the results of the execution of the republican budget for five months of 2018, the Ministry of Finance was instructed to seize the allocated funds in case of non-fulfillment of the established indicators based on the results of six months of the year and redistribute to implement other tasks set by the Head of State.
