Rectors of three state universities appointed in Kazakhstan

Astana hosted today a regular meeting of the Republican Competition Commission with the participation of Deputy Prime Minister Imangali Tasmagambetov to identify candidates for the posts of state universities heads.

The commission reviewed the documents submitted and interviewed the contestants to be selected for the posts of rectors of Karaganda State Technical University, Zhetysu State University named after I.Zhansugurov and Pavlodar State Pedagogical Institute.

All the applicants meet the requirements: higher education, at least 5 years of experience in senior positions, and university development program elaborated. Among the contestants are 26 representatives of education and science system (16 DSc and 8 PhDs).

Following the interviews and discussing the university development programs provided, the Republican Competition Commission made recommendations to appoint Marat Ibatov the Rector of Karaganda State Technical University, Kuat Baimyrzayev the Rector of Zhetysu State University named after I.Zhansugurov and Altynbek Nukhuly the Rector of Pavlodar State Pedagogical Institute.

The rules for appointing state universities rectors have been changed this year. This post is an elective now and appointment is carried out through open competition.

In previous years, state universities rectors were appointed by the Minister of Education and Science. Heads of higher education institutions often occupied the posts for 2 terms 3 years long. As previously reported, this innovation is dictated by the need to expand the managerial independence and quality of universities of Kazakhstan, as well as to strengthen their accountability to the public.

In October this year, the meetings of supervisory boards of universities considered the development programs provided by the contestants. The candidates to be considered by Republican Competition Commission were elected by secret ballot.
